Content: RESOLVED:   That the Cabinet:    1)    Approves the division of the Tree Maintenance Services contract into three Lots:   a.    Lot 1 – North Highways and Borough-wide Out of Hours Emergency Works; b.    Lot 2 – South Highways; c.    Lot 3 – Housing and Corporate Sites.   2)    Accepts the tender of Pro Landscapes for Lot 1 at a total maximum value of £2,470,269.19 for the period 1 September 2026 to 31 August 2029. (year 1 cost £807,172.00).   3)    Accepts the tender of Glendale Countryside Ltd for Lot 2 at a total maximum value of £1,823,468.65 for the period 1 September 2026 to 31 August 2029. (year 1 costs £595,826.90).   4)    Accepts the tender of John O'Conner Grounds Maintenance Ltd for Lot 3 at a total maximum value of £546,618.04 for the period 1 September 2026 to 31 August 2029. (year 1 costs £178,610).   5)    Notes that the combined estimated value of the contracts is a maximum of £4,840,355.88 over the initial three-year term. The actual spend will be determined by the allocated budget under the Council’s Medium Term Financial Strategy as well as factors relating to urgency that may require use of reserves or prudential borrowing to ensure the completion of works necessary for public safety reasons.   6)    Notes that expenditure will be closely monitored and managed within the approved budget provision for the Tree Maintenance Service, and that any requirement for additional budget provision to be referred to Cabinet for consideration and approval, or as part of the MTFS process.   7)    Agrees that the contracts include the option to extend for a further two years and delegates authority to approve any extension to the Cabinet Member for Residents Services, in consultation with the Corporate Director of Residents Services.   Reasons for decision   The Cabinet Member for Residents Services introduced a report and recommendations, which Cabinet agreed, to award three contracts for the provision of tree maintenance services across the Borough, noting that the contract will enable safety and also provide wider social value.   Alternative options considered and rejected   Cabinet rejected alternative procurement and maintenance options due to service, cost and quality risks, with the recommended approach providing the most efficient way to maintain the Council's trees safely.   Relevant Committee Residents Services Expiry date for any scrutiny call-in / date decision can be implemented (if no call-in) Cabinet’s decisions on this matter can be called in by a majority of the Committee by 5pm, Friday 31 July 2026. If not called-in by then, Cabinet’s decisions can then be implemented.
