Purpose:

Content: RESOLVED:   That Cabinet:   1)    Approve the redevelopment of the Nelson Lane site UB10 0PY into 2 x 6 bedded Registered Care Homes for Adults with a learning disabilities and complex needs and 2 x affordable general needs houses.  2)    Note that?the bungalows at 1-10 Nelson Lane are past their useful?life,?requiring major structural repairs, underpinning and one is fire damaged?and therefore the?whole site?needs complete redevelopment.?The site is fully decanted?and all properties are secured.   3)    Note that Planning Officers have provided preliminary comments and that they require linkage of Nelson Lane scheme with another housing development due to the loss of housing units and, therefore, Nelson Lane is to be linked New Peachey Lane site. The Applications for the two sites are required to be submitted together. It should be noted that Peachey Lane UB8 3SY is a garage site (Site Plan Appendix C ).  4)    Approve the redevelopment of New Peachey Lane Garage site into 3 x 4 bed units for affordable rent.  5)    Approve the virement of £100k from the 2026/27 Housing Revenue Account Capital budget for 1-10 Nelson Lane into Housing Revenue Account Capital budget for New Peachy Lane and reverse this funding switch in 2027/28 as set out in Table B.      6)    Note the proposals in relation to the project and agree for officers to work up the full scheme,?progress surveys &?reports, finalise design brief, appoint the design team, progress designs to RIBA Stage 4 and Planning Submission.  7)    Delegate authority to the Corporate Director of Resident Services, in consultation with the Cabinet Member for Planning Housing & Property, to make any further necessary decisions regarding the project’s implementation.  8)    Considers the consultation and equalities impact assessment carried out. 9)    Approve the capital release of £1,000k from the General Fund 2026/27 budget for the redevelopment of 1-10 Nelson Lane and capital release £130k from the Housing Revenue Account (HRA) 2026/27 Budget for Nelson Lane and Peachey Lane to facilitate officers developing the projects as outlined in this report progressing to Planning RIBA Stage 4 early 2027 as detailed in Tables 1-3  (Appendices A, A1 & A2) .      Reasons for decision   The Cabinet Member for Planning, Housing & Property introduced a report and recommendations, which Cabinet agreed, to transform an unused, outdated site into modern, high-quality care provision and two new affordable homes that directly support residents’ needs.   Alternative options considered and rejected   Cabinet rejected taking no action, as redevelopment offered the best way to bring the vacant site back into use, improve housing provision and reduce anti-social behaviour.   Relevant Committee Corporate Resources & Infrastructure Expiry date for any scrutiny call-in / date decision can be implemented (if no call-in) Cabinet’s decisions on this matter can be called in by a majority of the Committee by 5pm, Friday 31 July 2026. If not called-in by then, Cabinet’s decisions can then be implemented.
