Purpose: To approve the purchase of three ride on mowers.
Content: Purchase of Ride on Mowing Equipment 1. That approval be given to purchase, via a framework, of three Scag Freedom-Z Zero Turn Ride On mowers for parks and open spaces for £26,319.00 plus VAT from the selected supplier as detailed within the appendix; and 2. The Legal Services Manager be authorised to negotiate, finalise and complete all necessary legal agreements and other documents to give effect to the above. A procurement process has been carried out with MDC procurement team to source the required ride on mowing equipment and following this process a direct award is permitted on the TPPL Grounds Maintenance, Plant & Handheld Tools Framework. The three ride on mowers, inclusive of a two year warranty, are required to replace three right standers that have been disposed of due to them being past their expected life cycle. Replacement is required in line with the expected replacement programme on parks plant equipment and are required to maintain the current grass cutting regime across all parks and open spaces. The purchase of these mowers is being funded from the existing fleet parks maintenance budget. Market testing has been carried out to identify alternative plant solutions however the selected Scag Freedom-Z Zero Turn Ride On mowers have been identified as providing the best value for money and quality. A like for like replacement was considered however the above mentioned mowers offer a superior quality including, operator comfort, higher productivity and a greater level of safety due to the lower centre of gravity and roll over protection system. Not to replace the mowers – this option was rejected as the existing mowers are past their life cycle.
