Purpose: Receive and approve the Authority’s Final Plan for Change; an Authority wide approach to change to support delivery of the Our North Tyneside Plan and Medium-Term Financial Plan (MTFP).

Content: Cabinet were presented with a report presenting the Authority’s ‘A Plan for Change’ (“the Plan”).  This is an organisation wide approach to creating and delivering change that ensures delivery of high quality, sustainable outcomes for residents, communities and businesses, as set out in the Council Plan 2025-2029.   The report advised Cabinet that the Authority has a proven track record of delivering high quality and valued services to residents, however, like most local authorities, it is facing key challenges around demand for services, the cost of delivering those services, changing population needs and a shift in customer expectations.  The plan provides an organisation-wide framework and collective approach for delivering change.  It provides a set of strategic intentions that will direct how the Authority will change over the period of the Council Plan; these strategic intentions are:   ·       Increased focus on customer driven delivery ·       Refreshed delivery models ·       A clear focus on services, not just buildings ·       A strong and embedded performance driven culture ·       A sharp commercial focus; and ·       A continued culture of belonging and trust for all.   Cabinet RESOLVED to   Note and agree ‘A Plan for Change’ as appended to the report.   Reason for the Decision:   ‘A Plan for Change’ appended to the report, has been developed using the feedback and experience of customers, colleagues, Trade Unions and Elected Members, as well as being subject to independent challenge for the Local Government Association (LGA) Corporate Peer Challenge in March 2026 and Chartered Institute of Public Finance and Accountancy (CIPFA).  The feedback and experiences have clarified the Authority’s approach to change making sure it is understood and creates a shared sense of purpose.
