Purpose: Consider and determine objections made during statutory consultation to installation of raised zebra crossing and officer response.   To instruct officers to proceed with implementation of works and to make necessary Traffic Management Orders without a public inquiry.    

Content: Consider and determine objections made during statutory consultation to installation of raised zebra crossing and officer response.   To instruct officers to proceed with implementation of works and to make necessary Traffic Management Orders without a public inquiry.     That:   1.  The objections made during statutory consultation to the installation of the raised zebra crossing and the officer response be considered and determined by the Leader of the Council.   2.  Objectors be written to by officers with the outcome of this consideration and determination as instructed by the Leader of the Council.   3.  Officers proceed with the implementation of raised zebra crossing on Half Moon Lane to improve crossing facilities, and to build out the footway resulting in road narrowing, thus reducing traffic speed and increasing safety for all road users, as well as an improved raised table at the junction of Holmdene Avenue as instructed by the Leader of the Council.   4.  Officers make the necessary Traffic Management Order (“TMO”) in accordance with sections 6, 45, 46, 49 and 124 of the Road Traffic Regulation Act 1984 (“1984 Act”) and the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 (“1996 Regulations”) as instructed by the Leader of the Council.   5.  Officers proceed to make the TMOs without a public inquiry pursuant to regulation 9 of the 1996 Regulations as instructed by the Leader of the Council.
