Purpose: This report seeks the approval of the proposed model for distribution of the Best Start Family Hubs Healthy Babies Grant allocation for 2026-2029 set out in a three year delivery plan. Development of this plan enables existing activity to continue and the Start for Life offer to develop further.   

Content: This report seeks the approval of the proposed model for distribution of the Best Start Family Hubs Healthy Babies Grant allocation for 2026-2029 set out in a three year delivery plan. Development of this plan enables existing activity to continue and the Start for Life offer to develop further.    That The Executive Director (Childrens and Young People), the Executive Director (Health and Social Care) and the Executive Director (Resources and Partnerships) in consultation with the Children and Young People Cabinet Member, Health Cabinet Member and the Resources Cabinet Member are recommended to:-   1.    Agree the allocation of Best Start Family Hubs Healthy Babies grant as set out in the Family Hubs three year delivery plan that can be found at Appendix B of this report; and, Note that the deliver plan is a living document and may be amended over the life of the programme to address emerging need and flex to meet demand. The development of a costed three year delivery plan is a requirement of receiving the funding.
