Purpose: Decision on the Accommodation based support for Care Leavers

Content: RESOLVED that the Executive: 1) Approved the procurement, via an open competitive tender process, of a single integrated Supported Accommodation and Floating Support contract for care experienced and vulnerable young people. 2. Noted that the contract will cover the Council’s portfolio of supported accommodation and floating support services, including 23 supported accommodation places and 26 places within shared transitional housing, delivering a combination of 24/7 staffed provision and transitional support across multiple locations. 3. Approved a contract term of five years (3 + 1 + 1), with a total contract value of £3.14m, excluding any agreed inflationary uplifts. 4. Approved the use of existing approved budgets to fund the contract, based on a baseline value of £628,000 per annum from 2027/28. 5. Approved that the procurement and contract arrangements will include strengthened requirements for safeguarding, regulatory compliance, quality assurance, performance management and mobilisation to support the delivery of safe, effective and outcomes-focused provision. 6. Delegates authority to the Director of Children's Services, in consultation with the Executive Member for Children's Services, approved the contract award following completion of the procurement process and to enter into all necessary contractual arrangements.
