Content: Planning permission refused for the following reason:   ‘The proposed change of use will have a detrimental impact on the amenity of neighbouring properties because the increased activity at the property will cause unacceptable noise and disturbance arising from the increased activity above that of a dwelling. This is in combination with the increase of demand of on-street parking exacerbated by the width of the highway in front of the property resulting in limited opportunities for on-street parking to the determinant of the amenity of neighbouring residents. The proposal is therefore contrary to Policies BNE1 and ST4 of the Chorley Local Plan, Policy EN4 of the emerging Central Lancashire Local Plan and paragraph 135 f) of the National Planning Policy framework.’
