Purpose:

Content: Planning permission refused for the following reason:   ‘The proposal offers limited off-street car parking provision and given the lack of on-street parking in the immediate area the proposal results in an intensification of the use of the site that will lead to an increase in demand for on-street parking in the area to the detriment of highway safety in the local area. The intensification of the use and the requirement to accommodate refuse and cycle storage results in the provision of limited amenity space for future residents which will be detrimental to their amenity.  The increased intensity of the proposed use will also lead an increase of activity beyond that of a family home and as a result this will have an unacceptable impact on the amenity of the neighbouring residential property. As a result, the proposals are contrary to Policies BNE1 and ST4 of the Chorley Local Plan, and Policies HS10 and EN4 of the emerging Central Lancashire Local Plan.’
