Purpose: The purpose of this report is to seek approval, in accordance with The Public Contract Regulations 2015 Regulation 33 (8)(a)for the award of a call off contract to Furniture Resource Centre Ltd  for the Provision Of Furniture & White Goods For Furnished Tenancies from 7 September 2026 to 6 September 2029, including options to extend for further periods of time up to a maximum of 36 months in aggregate, to 6 September 2032.   The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with The Public Contract Regulations 2015 Regulation 33(8)(a)   (8) Where a framework agreement is concluded with more than one economic operator, that framework agreement shall be performed in one of the following ways: -   (a) following the terms and conditions of the framework agreement, without reopening competition, where it sets out-   (i) all the term governing the provision of works, services and supplies concerned, and (ii) the objective conditions for determining which of the economic operators that are party to the framework agreement shall perform them, which conditions shall be indicated in the procurement documents for the framework agreement.

(i)       That, in accordance with The Public Contract Regulations 2015 Regulation 33(8)(a), a call off contract be awarded to Furniture Resource Centre Ltd for the Provision Of Furniture & White Goods For Furnished Tenancies from 7 September 2026 to 6 September 2029, including options to extend for further periods of time up to a maximum of 36 months in aggregate, to 6 September 2032.   (ii)       That the Procurement Team be authorised to make the necessary arrangements for the issue of the relevant contract documentation after conclusion of the standstill period / call-in period.   Do Nothing: This option was considered and rejected as our current contract has insufficient budget remaining to cover the remaining length of the contract. To continue spending on this contract would result in a non-compliant contract due to a budgetary overspend. Not having a compliant contract in place would delay the moving on of homeless households from temporary accommodation which would place further pressure on limited temporary accommodation provision and would result in increased usage of hotel accommodation which comes at a considerable cost to the Council.     Deliver in house: This option was considered and rejected as the Council do not have the space required to hold furniture and white goods nor employ individuals who would be able to complete the works required to install furniture.
