Purpose: Since 2023, the Council and Oasis Community Learning have been working jointly to identify land for redevelopment at Hengrove. The Development Land consists of underutilised and poor-quality playing fields at Oasis Secondary Academy, John Williams and the site of Oasis Primary Academy, New Oak. In December 2025, Strategy and Resource Committee authorised the Exec. Director for Growth and Regeneration, in consultation with Chair of the Strategy and Resources Committee, the S151 Officer, and the Executive Director for Children and Education, to agree terms for a Landowners Agreement with Oasis Community Learning for the disposal of land. Since then, the Council and Oasis Community Learning have drafted terms for a Landowners Agreement which Officers have recommended are agreed ahead of the next phase of project work commencing. Disposal of land will be subject to Department for Education (DfE) consent under Section 77 of the School Standards and Framework Act (1998), which may be subject to condition. DfE consent will be subject to review by Bristol City Council Legal and Property Officers.
