Purpose: • In 2023, Bristol City Council published a Trans Inclusion and Gender Identity Policy. • In 2025 The Supreme Court ruled that the terms "woman", "man" and "sex" in the Equality Act 2010 refer to “biological sex” only. The Equality and Human Rights Commission's (EHRC) statutory Code Of Practice For Services, Public Functions, And Associations, has subsequently been revised and comes into force on 5 August 2026. The revised Code reflects the legal position following the Supreme Court judgment. • The Council's current policy was developed prior to the Supreme Court judgment and reflects the EHRC guidance that was in place at that time. • The policy includes a commitment to review the policy in response to legislative, regulatory and other relevant legal developments. • A review has now been undertaken, and a number of amendments made to ensure that the policy reflects the current legal framework and statutory guidance which will apply from 5 August 2026.
