Purpose:
Content: Councillor Clayton, Chair of the Strategy and Resources Committee reported the recommendations of the Strategy and Resources Committee held on 13 July 2026 on the Financial Management report for quarter 4 of 2025/26 (circulated previously). It was moved by Councillor Walker and seconded by Councillor Topps “that the recommendations of the updated report by the Director of Resources and Deputy Chief Executive regarding the Financial Management report for quarter 4 of 2025/26 be adopted.” RESOLVED that: (a) the contributions to/from earmarked reserves be approved (section 4.2); (b) the movement on the Strategic Contingency Reserve (section 4.3) be noted; (c) the variations to the Capital Programme 2026/27 to 2027/28 (sections 4.4.8) be approved; (d) funds be released for the capital schemes listed in section 4.4.13; and (e) the sections dealing with Treasury Management, Debt Management and General Debtors (sections 4.5 to 4.7) be noted.
