Purpose: To seek approval for the procurement and award of a contract for the provision of Mobysoft RentSense predictive analytics software for Housing Income Management the to improve rent collection, reduce current tenant arrears, support tenancy sustainment and strengthen the financial resilience of the Housing Revenue Account.   Approval is also sought that the Deputy Chief Executive also approves:   the appointment of Mobysoft Limited in accordance with the Council's Contract Procedure Rules and Procurement Strategy (using an appropriate compliant procurement route); expenditure from the approved Housing Revenue Account budget; the execution of all necessary contractual documentation; and implementation of the system during 2026/27.
