Content: The Scrutiny Committee Corporate and Strategic considered the Financial Management Improvement Plan - Building Better Finance and RESOLVED to note the context, scope and purpose of the programme and support the proposed approach. In addition, the Committee requested that the following comments and concerns be considered as part of the ongoing development and delivery of the programme: · The Committee highlighted the importance of securing buy-in to the programme from staff at all levels of the organisation to support the successful delivery of the programme and wider cultural change. · The Committee sought assurance regarding the Council's capacity to deliver the Building Better Finance Programme alongside ongoing financial recovery work and wider transformation activity. · The Committee requested clarity regarding the prioritisation of programme activity should capacity constraints arise. · The Committee highlighted the importance of workforce development, succession planning, skills retention and recruitment within the finance function and sought assurance that appropriate additional resources and specialist expertise would be identified and secured where required to support programme delivery. · The Committee requested that procurement improvement opportunities remain under active consideration as part of the programme. · The Committee sought assurance that the programme would support the development of a culture of individual accountability and financial responsibility across the organisation. · The Committee sought greater clarity regarding governance arrangements, including the role of the Finance Thematic Board, and the interaction between the Building Better Finance Programme, the Transformation Programme and the Council's response to the Best Value Notice. · The Committee noted the proposed quarterly reporting arrangements through the Audit Committee and sought assurance that governance and reporting arrangements would avoid duplication and remain proportionate.
