Purpose:
Content: The Council has a statutory duty to maintain an up-to-date Constitution under the Local Government Act 2000. The Constitution must cover standing orders, delegations, and a code of conduct for members; it can also include local conditions and rules that reflect its area and how decisions are made. The Monitoring Officer (MO) has the responsibility to ensure that the Council’s Constitution is up to date. To facilitate this, the Council, under Article 12 of its Constitution, establishes a Constitution Working Group (CWG), a cross-party body that enables the MO to consult with Members on changes necessary to maintain an effective, up-to-date Constitution. Mrs Mayhew, Corporate Manager (Democracy & Governance) and Monitoring Officer (BBC), reported she would bring the CWG Work Plan back to this Committee. Cllr Rigby MOVED, and Cllr Sankey SECONDED the recommendation in the report. A vote was taken by a show of hands and Members RESOLVED UNANIMOUSLY: R1. That the committee appoints a Constitution Working Group of 5 members, one from each political group, as set out in the report.
