Purpose:

Content: To enter into a contract with ECE Architecture Limited of Crescent Road, Worthing to deliver RIBA stage 3-7 Architecture and principal designer services for the Ropetackle art centre refurbishment project at £35,000.00 (plus VAT).   And   To enter into a contract with Cove Consulting LLP of Millers Road, Brighton to deliver RIBA stage 3-7 Employers agent and Quantity surveyor services for the Ropetackle art centre refurbishment project at £26,500.00 (plus VAT).   Following the award of grant funding to deliver improvement works to the Ropetackle arts centre, the council requires a multi-disciplinary design team to design and deliver the works. This is primarily an Architect (Principle Designer) and an Employers Agent / Quantity Surveyor (Project Manager / Cost Consultant).   The Architect involved in the feasibility, ECE Architecture has been asked to provide a quotation to continue as Architect to complete the design of the improvements. This has been returned at £35,000.00 which is in keeping with competitive quotations sought for similar valued works. Given their prior involvement in the project we recommend direct appointment to ensure delivery within the required timescales.   The quantity surveyor involved in the feasibility has a marginal declared interest in the operation of the Ropetackle Arts Centre and therefore advised that a competitive process was undertaken to ensure best value. The Council sought three quotes inclusive of the previously involved quantity surveyor, the average price was £26,133.00 with the winner selected for presenting an excellent team and a suitable price was Cove Consulting at £26,500.00   Appointment of a single multi-disciplinary consultancy; these companies are typically London or Manchester based and for a project of this size would generally have higher overheads and would not be able to provide as hands on support as local consultants.  Discharge the duties directly to Ropetackle CIC for delivery; this was considered but the council is liable for the funding requirements and would therefore need to retain contractual control of the delivery.
