Content: To consider the award of a grant for the provision of a sensory impairment service from April 2027 for a period of 3 years.     ROTHERHAM METROPOLITAN BOROUGH COUNCIL   RECORD OF OFFICER EXECUTIVE DECISION   Date of Decision: 18 August 2026   Title: Re-Commission of a Sensory Impairment Service Decision Maker: (Including Job Title) Ian Spicer Executive Director, Adult Care, Housing and Public Health   Details of Specific Delegation   or   Delegation contained in the relevant Sub-Scheme of Delegation.   Appendix 9, Section 4C3, of the Council’s Constitution provides that “The Executive Director of Adult Care, Housing and Public Health is authorised to discharge executive functions through the commissioning and provision of social services for adults and public health services for the whole population and delivery of housing for the Borough, including: (4) Strategic Commissioning; (a) Commissioning”.  Decision: To enter into a three-year grant agreement with Sheffield Royal Society for the Blind for the provision of a Sensory Impairment Service. Reasons for the Decision: Grant Terms associated with the Council’s Sensory Impairment Service reach their term on 31 March 2027.   The service makes a positive contribution to the Council’s duty under the Care Act 2014 to promote wellbeing and prevent, reduce and delay the need for care.  The people who benefit from the service are living in their own homes in the community.    The Sensory Impairment Service offers a variety of services to enable people with sensory impairment to achieve their optimum level of independence. It is a preventative service and supports the Council to divert demand away from higher cost care and support options.   It also supports the Council’s Adult Care Directorate to meet its obligations under the Equality Act 2010 with an enhanced sensory offer above the statutory Care Act 2014 requirements. The service is unique in that they have a dual purpose in meeting the needs of both the deaf and blind community and are able to meet the needs of the deafblind.   The Council wishes to continue the current arrangement with a specialist voluntary and community sector provider for the period 1st April 2027 to 31st March 2030.   Details of alternative options considered and rejected: None considered.
