Purpose: 1. Approve the programme and strategy for replacement vehicles; 2. Seek the consent of the West Surrey Shadow Executive for approval in accordance with the requirements of the Section 24 Direction and the General Consent; and 3. Seek the appropriate officer delegation to complete and implement the compliant procurement once all necessary approvals and consents are obtained.
Content: Decision: 1. Note the comments and recommendations arising from the meeting of the Overview and Scrutiny Committee; and 2. Approve a strategy for replacement vehicles in order that the procurement can commence. Reason(s): To set out a strategy for the vehicle replacement programme for the 2026-2028 period that ensures a compliant and efficient fleet to deliver the council’s main frontline services and environmental objectives. Other options considered and rejected by the Executive: 1. Do something: approve the Fleet Programme but increase the replacement time period. This is not recommended as this will impact the reliability of the Council’s current fleet, increase short term hire and repairs costs and prolong the current adverse impacts on service delivery. 2. Do something: Ad hoc approach to fleet replacement, replacing as needed individually. This is not recommended as the lack of a fleet replacement procurement strategy would result in poor product support post purchase which will impact on service delivery and not gain best value for money for the Council. 3. Do nothing: No programme will result in continued increases in repair and replacement vehicle short term hire costs and would impact severely on the Council’s service delivery.
