Purpose: LTP4 covers the period 2026 to 2045 and sets out how our transport system can contribute to Southend’s wider vision by developing and delivering a sustainable transport network for all those who live, work in or visit Southend.   It is essential that a comprehensive consultation exercise is undertaken to ensure the council captures the thoughts and comments of local people, local groups and local business. Therefore, approval is sought from the Cabinet Member for Regeneration and LGR to approve proceeding with the public consultation from September.

Content: LTP4 covers the period 2026 to 2045 and sets out how our transport system can contribute to Southend’s wider vision by developing and delivering a sustainable transport network for all those who live, work in or visit Southend.   It is essential that a comprehensive consultation exercise is undertaken to ensure the council captures the thoughts and comments of local people, local groups and local business. Therefore, approval is sought from the Cabinet Member for Regeneration and LGR to approve proceeding with the public consultation from September. That the commencement of the consultation process for the Fourth Local Transport Plan (LTP4) from September 2026, be approved. The reason for the decision is to enable the Council to obtain the views of the public, statutory consultees and other stakeholders on the draft LTP4 before it is finalised and brought back through the appropriate decision-making process for adoption. It is essential that we undertake a comprehensive consultation exercise to capture thoughts, comments, ideas and feedback from the public and key stakeholders including local groups and businesses. The only alternative is to not consult, however LTPs are a statutory document and consultation is a requirement.   It should be noted that following consultation the LTP4 will be updated. Relevant and useful comments and suggestions will be included. A full adoption process through Cabinet will take place following this.
