Purpose:

Content: The Cabinet had before it a report * from the Director of Place and Economy for approval for the East Cullompton Phasing and Delivery Strategy to go out for public consultation.   The Cabinet Member for Planning, Economic and Regeneration outlined the contents of the report with particular reference to the following:   Phasing & Delivery Strategy   a)    The Council had commissioned Hyas Associates to prepare a Phasing and Delivery Strategy for the East Cullompton allocation.   b)    The purpose of the Phasing and Delivery Strategy was to set out how East Cullompton should be planned, phased and delivered as a coordinated, high-quality extension to Cullompton.   c)     It translated the vision and principles in the adopted Masterplan Supplementary Planning Document (SPD) and draft Strategic Design Code into a practical delivery framework for landowners, developers, infrastructure providers and decision-makers. Its purpose was to ensure that development came forward in a way that created a genuinely walkable, well-connected and characterful place from the outset.   d)    The Strategy was intended to guide both planning decisions and delivery over time. Planning applications were expected to demonstrate how they complied with the relevant phase requirements, how they contributed to the wider development strategy and how they supported long-term stewardship.   e)    The Strategy was structured around three principal stages of delivery:   ·       Phase 1A, Creating East Cullompton, covered the first 500 homes and focussed on establishing the foundations of a new community.  The 500 homes figure was based on the initial capacity of J28, before J28A was needed. ·       Phase 1B, Establishing East Cullompton, covered 501–1,700 homes and was intended to broaden the range of services and support a more self-sufficient community.  This phase would deliver the number of homes allocated within the Local Plan period. ·       Subsequent phases, Completing East Cullompton, covered the remainder of the allocation and focussed on completing key infrastructure networks and enabling East Cullompton to function as a fully integrated part of the wider Garden Village.   f)      Across all phases, the Strategy identified the infrastructure required to support growth and placemaking outcomes.  Section 3 of the Strategy sets out infrastructure delivery in a series of tables.  These linked infrastructure requirements to triggers, delivery mechanisms, relevant policies and wider spatial guidance in the Masterplan SPD and Strategic Design Code.   g)    Finally, the Strategy set out objectives and principles for long-term community stewardship of public spaces, community assets and other community infrastructure that would require effective governance, funding and management over time.   h)    The Phasing and Delivery Strategy was presented to Planning Policy Advisory Group (PPAG) on 28 July 2026.  No alterations were recommended at this meeting.   i)       The Phasing and Delivery Strategy was presented to Planning, Environment and Sustainability Policy Development Group on 3 August 2026.  A recommendation was made to add a public exhibition to the consultation and it was agreed that officers would attend Cullompton Autumn Fest on 10 October 2026 to facilitate this.   j)       Subject to Cabinet approval, it was proposed that a public consultation on the Phasing and Delivery Strategy takes place at the same time and in the same way as for the Strategic Design Code.   Discussion regarding the Phasing and Delivery Strategy had taken place under the previous item.    RESOLVED that the East Cullompton Phasing and Delivery Strategy be NOTED and APPROVED for public consultation.   (Proposed by Cllr S Keable and seconded by Cllr L Knight)   Reason for decision:   The Phasing and Delivery Strategy would provide guidance on the planning and delivery of a strategic site for Mid Devon. The Phasing and Delivery Strategy directly related to all five aims of the Corporate Plan 2024-28: Planning, Environment & Sustainability, Community, People and Equalities, Homes, Economy & Assets and Providing high quality and efficient services to support and improve the lives of people in Mid Devon.   Note: * Report previously circulated.
