Content: Councillor S Bibby left the meeting and took no part in the debate or the vote.   The Applicant, Ms R Graham spoke in support of the application and Mr J Finch spoke against the application.   Councillor S Hirst was granted permission to speak and spoke against the application.   RESOLVED THAT COMMITTEE:   To REFUSE planning permission on the grounds of Highways (safety and failure to make provision for those with reduced mobility) and Visual Impact.   Officers are to draft refusal reasons to be brought back to the next Committee.   Councillor S Bibby returned to the meeting.
