Content: Summary of Decision   The Cabinet Member for City Management has approved the award of concession contracts for an initial term of four years from 1 November 2026 to 31 October 2030, with provision to extend by up to two further years, for the Parking Debt Management Service to:   • CDER Group Limited • Marston (Holdings) Limited • Newlyn PLC   Reasons for Decision   The Council requires a continued Parking Debt Management Service to support the statutory recovery of unpaid Penalty Charge Notices. The current single-operator arrangement expires on 31 October 2026. Awarding the proposed contracts will allow the new service to commence on 1 November 2026 and avoid a gap in provision.
