Purpose: To outline proposals for a Freedom March through Fareham’s Town Centre and a celebration of the Borough of Fareham’s Heritage. The report outlines proposals for a Freedom March through Fareham Town Centre, alongside a series of community activities aimed at bringing residents, community groups and stakeholders together in a celebration of the Borough’s history and heritage. In the context of Local Government Reorganisation, the event would also provide a noteworthy opportunity to celebrate and reflect upon the achievements, identify and legacy of the Borough of Fareham. To that end, hosting a Freedom March will create a fitting and memorable occasion to honour the Borough’s civic traditions, military connections, and the unique heritage that has shaped Fareham and its communities over many decades and will continue to do so in the future.

RESOLVED that in order to celebrate Fareham Borough’s heritage, the Executive approves that: (a) a public event be organised in Fareham Town Centre, including community activities and a Freedom March by HMS Collingwood and Freemen of the Borough; (b) officers be authorised to make formal approaches on behalf of the Council with HMS Collingwood, other agencies and VIPs to plan the event; and (c) subject to (a) and (b) being agreed, a budget of up to £30,000 be added to the 2026/27 revenue budget as a one-off item, funded from General Fund reserves.
