Purpose: To request approval for the Crawley Homes Asset Strategy to be adopted to comply with legislation and guidance.

Content: To request approval for the Crawley Homes Asset Strategy to be adopted to comply with legislation and guidance. RESOLVED   That the Cabinet:   a)           approves the Crawley Homes Asset Management Strategy (appendix A of report CH/222) for adoption and subsequent publication.   b)           delegates authority to the Head of Crawley Homes, in consultation with the Cabinet Member for Housing, to make amendments to this policy as further changes to legislation and statutory guidance are introduced or following a subsequent review.  (Generic Delegation 7 will be used to enact this recommendation).     Reasons for the Recommendations   The Asset Management Strategy establishes the Council's long-term approach to maintaining, improving and investing in its housing stock. It provides a strategic framework to ensure homes remain safe, compliant, sustainable and financially viable whilst supporting tenant wellbeing and delivering value for money. The Strategy should be viewed as a management framework rather than a detailed investment programme. It establishes the principles, priorities and decision making that will be used to manage the housing stock. Detailed investment programmes, capital budgets and delivery plans will continue to be developed separately through the HRA Business Plan, agreed capital programme and future Cabinet reports.   The Strategy reflects current regulatory requirements, incorporates the findings from the Council's stock condition survey programme and supports delivery of the Housing Revenue Account (HRA) Business Plan objectives.
