Purpose: To provide authority to enter into a new gas energy contract for the corporate and HRA properties in the Councils Control.

Content: Decision   That Cabinet:   Approve the award of the contract to the ESPO Framework for the supply of gas energy services for the period 1st April 2027 to 31st March 2031 for an estimated annual value of £233,000.   Reasons for the decision   Option 1 – Access the ESPO Framework – 192_27 for supply of mains gas energy with Total Energies, providing continuity of service, reduced risk a consistent approach to energy supply across Lincolnshire Councils is recommended due to the reasons set out within the body of this report.   Other options considered   1.    Access the ESPO Framework – 192_27 for supply of mains gas energy with Total Energies, providing continuity of service, reduced risk a consistent approach to energy supply across Lincolnshire Councils. 2.    Continue to search for alternative Frameworks, which provide similar services. This is not recommended in light of the points discussed in the body of this report. 3.    Take no action and allow the contract to expire in March 2027. This is not recommended as the would place the Council at significant risk and result in increased financial cost to the authority.
