Content: To consider the Business Planning Framework for setting the budget for 2027/2028.  This will include a refresh of the financial forecasts, the proposed approach, and will reflect learning from the previous budget setting process.   (a)      That the timetable and process for the Business Planning Framework for 2027/2028 be approved.     (b)      That the scale of the potential funding gap in planning for the 2027/2028 budget, whilst accepting that, in the current context, financial planning continues to be extremely difficult be noted.
