Purpose: This report seeks approval for a phased modernisation of adult day services in Wirral, aligning provision with national policy and local ambitions to promote independence, wellbeing and community inclusion. The proposals would gradually move from a predominantly building-based model towards more personalised day opportunities, while retaining specialist support for people with complex needs.

Content: Resolved (6:3) – that   1.  The findings of the public consultation on the Redesign and Transformation of Adult Day Services be noted;   2.  A phased approach of modernisation from Day Services to Day Opportunities by 31 March 2028, commencing with Option 2: Retain and Refocus in the first 12 months be approved;   3.  Authority be delegated to the Director of Adults, Health and Strategic Commissioning to take all necessary actions to implement the phased modernisation programme, as set out in paragraphs 3.21 to 3.24 of the report, and   4.  The commitment to work closely with the people being cared for, their carers, parents and stakeholders to ensure that the offer was developed using the principles of co-production and collaborative working be endorsed.
