Purpose:

Content: The Chief Executive submitted a report asking Committee to consider the proposed amended extension of the Dog Control and Dog Fouling Public Spaces Protection Order 2017 (PSPO) for a further period of 3 years.   Members were advised that a public consultation had been undertaken between June and July 2026, generating 378 responses. The consultation sought views on continuing the existing controls relating to dog fouling, the requirement to carry means to pick up dog waste, dog exclusion areas, dogs on leads, dogs on leads by direction and the maximum number of dogs permitted under the control of one person. The results demonstrated strong public support for the continuation of the Order and confirmed the ongoing need to address dog-related nuisance and anti-social behaviour within the borough.   Committee was informed that the PSPO remained an important tool in promoting responsible dog ownership, reducing complaints and enabling enforcement action where necessary. The report proposed that the existing provisions be continued for a further three years and that the Order be amended to require dogs to be kept on leads at Whalley, Wiswell and Barrow Cemetery, bringing it into line with the requirements that apply at Clitheroe Cemetery.   Members were also advised of the arrangements for enforcement, publicity and future review of the Order, together with the ability to vary its terms should new issues arise.   RESOLVED THAT COMMITTEE:   1.         Having regard to the provisions of Section 60 of the Anti-Social Behaviour, Crime and Policing Act 2014, approve the extension of the PSPO for another three years as set out in this report.   2.         Authorise the Chief Executive to make the Order.
