Purpose:

Content: The Strategic Policy and Scrutiny Advisor’s report reminded the Panel that it was responsible for setting its own work programme ensuring it was fulfilling the responsibilities that must be undertaken and reviewing the priorities set by the Commissioner in the context of the Cumbria Police and Crime Plan and the Cumbria Fire and Rescue Service One year Action Plan.   The suggested work programme at Appendix 1 had been informed by the statutory duties of the Cumbria PFCP. Members were invited to provide any comments or further suggestions to the work programme.   Actions from meetings had been recorded on the action log at Appendix 2 to ensure completion.   Cumbria PFCP Chair had received a letter from the Police, Fire and Crime Commissioner to confirm that Gill Shearer moved from part-time to full-time Chief Executive for the Office of the Police, Fire and Crime Commissioner on 10 February 2024.   Cumbria PFCP Chair had also received a letter from the Chief Executive of the Office for the Police, Fire and Crime Panel formally notifying the Panel that following the PFCC elections held on 2 May 2024 David Allen had been elected as the new Police, Fire and Crime Commissioner for Cumbria.   Recruitment of a new Westmorland and Furness Council Officer to support the Cumbria Police, Fire and Crime Panel had now been completed.   She also reported that Ruth Hunter – Independent Co-Opted member had submitted her resignation.   Cllr Pickstone commented that it would be useful at each meeting to include a deeper dive into an assurance issue and a subject topic.  Also a very useful study visit had been held earlier in the year to the Police and Fire Headquarters and he asked whether something could take place every year.   Gillian Shearer suggested that the visit be linked to the pre budget meeting held in January.   The Chair asked that a letter of thanks be sent to Ruth Hunter for the service she had provided to the Panel.  The Panel also thanked Tracey Moran the Strategic Policy and Scrutiny Advisor who had been supporting the Panel for the past year.   The Chair also asked why the reception at Barrow Fire Station had been closed.  The Police, Fire and Crime Commissioner agreed to look into the matter.   RESOLVED:-   1. To note the work programme (Appendix 1);   2. To note the action log (Appendix 2); and   3. To note the informal activity since the last meeting of the Cumbria Police, Fire and Crime Panel.
