Purpose: Committee to consider any comments made during public consultation and to recommend that Council adopt the final Gambling Act Statement of Principles

Content: The Licensing Manager advised Committee that a Statement of Principles must be prepared every 3 years to explain how the Council will enforce the Gambling Act 2005. She advised that the current statement would expire in January 2025 and there were no proposed major changes following public consultation to the existing policy. If approved at Committee, the Statement of Principles must then be adopted at Full Council in October where the statement would then come into effect from 31 January 2025 – 31 January 2028.   Councillor Rothwell-Warn commented on paragraph 2.5 advising that SDC had not had any issues related to Gambling however questioned how much was going under the radar and not being reported. The Licensing Manager explained that SDC did not have any control in relation to online gambling and could only licence certain premises such as betting shops and arcades.   Proposed by Councillor Prenter, seconded by Councillor Boyle.   Councillor Robinson stated that he hoped the UK Government would introduce a new policy in relation to online gambling and that he would be writing to the Stroud MP. Councillor Rothwell-Warn queried whether Committee could help with. It was agreed Councillor Robinson would write a letter.   Councillor Prenter gave his thanks to the Officer and echoed Councillor Robinsons comments in relation to online gambling.   On being put to the vote, the Motion was carried unanimously.   RECOMMENED TO COUNCIL To adopt Stroud District Council's Statement of Principles under the Gambling Act 2005 for the period 31st January 2025 to 30th January 2028 (Appendix A).
