Purpose:

Content: [Councillor Dawkins made a declaration that she was previously a Director of City Impact CIC (now dissolved) and has been involved with the manifestation of the proposed Youth Hub.]   The Cabinet Member and Service Director for Place introduced the report requesting that the council decide as landlord if the principle of siting the Youth Hub on land adjacent to 41 St George’s Street is agreed, and gave clarification where necessary.   The proposal was considered by the Overview Committee at their meeting on 10 October 2024 and comments were included in the report.    Councillors supported the Youth Hub and agreed that this was a very positive step and long overdue. Councillor Dawkins was thanked for her involvement.   It was proposed seconded and when put to vote RESOLVED:    A. That the principle of a temporary consent for use of the proposed site is agreed by the council as landlord for a period that aligns to that of the temporary planning consent already granted to the scheme. Provided such consent is agreed in principle, to:    B. Authorise the Head of Property & Regeneration to negotiate, finalise and agree the terms of any lease or similar agreement documenting the occupation of the proposed site.    C. Authorise the Head of Legal Services to approve and seal such documentation as is necessary to formalise and document any associated transactions.   Record of the voting:  For (9): Councillors Baldock, Dawkins, Dixey, Charlotte Cornell, Chris Cornell, Hazelton, Nolan, Ricketts and Sole Against: None Abstained: None   Reason for the decision:  The recommended option will allow the project to provide its proof of concept and enables the charity to explore other longer-term location options should the need for the facility in the city centre be established. It also means the landlord permission is time-limited so that it does not exceed the current consented planning permission.
