Purpose:

Content: RESOLVED   i)              The draft conservation area appraisals and management plans, which include proposed boundary changes, for public consultation be approved.   ii)             Approved that the Director of Place in consultation with the Cabinet Member for Planning and Infrastructure be given delegated authority to agree minor editorial changes prior to publication.   REASON   i)              To ensure that adequate consultation is undertaken in relation to the draft conservation area appraisals and management plans.   ii)             To give the Director of Place in consultation with the Cabinet Member for Planning and Infrastructure delegated authority to approve minor changes to the documentation prior to formal consultation being undertaken.   ALTERNATIVE OPTIONS CONSDIERED BUT REJECTED AS IDENTIFIED IN THE REPORT   The option of not producing conservation area appraisal and management plans was considered. However this would contravene the legal duty placed on local authorities under the Planning (Listed Buildings and Conservation Areas) Act 1990 to review and produce management plans for conservation areas.  In addition, it was considered that not to undertake such a review would risk the impact of development in or nearby these sensitive locations not adequately considering or taking account of the historical character of these conservation areas. This would limit the Council’s ability to manage change in a positive way.
