Content: Resolved by the Assistant Director – Housing That the Interim Design Services Manager is authorised to carry out procurement exercises and appoint consultants to progress development proposals at White Hart Street. The intention from the original ITT is to continue with Attol Blue, the Employer's Agent for RIBA stage 4 - 7. In this Delegated Decision approval is sought for the appointment of Attol Blue via Bloom Procurement Services, a competitively tendered framework, as Employer's Agent/Project Management; Quantity Surveyor: Principal Designer (CDM); CDM & H&S Consultant: · Phase 1: Planning process, Contractor Procurement and Options Development · Phase 2: RIBA stage 4 Design, PCSA, 2nd Stage Tender & Contract Negotiation for the sum of £116,400. White Hart Street Regeneration is an approved scheme within the HRA Capital Programme and this expense is within the overall project capital fund. Option 1 (recommended option) – To approve the recommendation set out above Option 2 - Appoint another external consultant - There is significant site and project complexity where another external consultant with no previous experience would require a good length of time to become familiar with its consequential cost and time. Option 3 – Make no appointment – The project would be lacking in oversight and project management with potential for escalating costs and no control of the programme.
