Purpose: To approve the proposed strategy for procuring and awarding contracts for the provision of bulking and haulage services in respect of residual waste (i.e. household waste that is not recycled or reused) collected by Cheltenham Borough Council, Tewkesbury Borough Council, Forest of Dean District Council and Cotswold District Council.   

Content: To approve the proposed strategy for procuring and awarding contracts for the provision of bulking and haulage services in respect of residual waste (i.e. household waste that is not recycled or reused) collected by Cheltenham Borough Council, Tewkesbury Borough Council, Forest of Dean District Council and Cotswold District Council.    Cllr David Gray sought Cabinet approval for the proposed strategy for procuring and awarding contracts for the provision of bulking and haulage services in respect of residual waste (i.e. household waste that is not recycled or reused) collected by Cheltenham Borough Council, Tewkesbury Borough Council, Forest of Dean District Council and Cotswold District Council.   Having considered all of the information, Cabinet noted the report and RESOLVED to:   1. Approve the procurement strategy set out in this report for procuring bulking and haulage services in respect of residual waste that has been collected by Cheltenham Borough, Tewkesbury Borough, Forest of Dean District and Cotswold District; 2. Delegate authority to the Executive Director of Economy, Environment and Infrastructure in consultation with the Cabinet member for Environment, Economy and Planning to: a) Conduct a competitive procurement process in respect of a contract or (as appropriate) contracts divided into the following three lots for the provision of the residual waste bulking and haulage services described in Recommendation 1 above: - Residual waste collected in Tewkesbury and Cheltenham Boroughs (Lot 1) - Residual waste collected in Forest of Dean District (Lot 2) - Residual waste collected in Cotswold District (Lot 3) The proposed services may be awarded to the same tenderer under a single contract or awarded to a number of separate tenderers under not more than three separate contracts, whose term(s) shall continue for an initial period of 7 years and include an option to extend such term(s) for a further period of not more than 3 years (i.e. 7 + 3 years). b) Award the proposed contracts to the preferred tenderer(s) c) Determine whether to exercise the council’s option to extend the term of the proposed contract(s) for a further period of three years on their seventh anniversary.
