Purpose:

Content: The Cabinet considered the report of the Assistant Executive Director (Neighbourhoods and Commercial Services) which outlined the proposals for the transition to a circular food waste system for the Liverpool City Region.   Councillor Mrs S Powell, Cabinet Member for Neighbourhoods and Communities, reported that the Environment Act 2021 placed a duty on relevant local authorities in the United Kingdom to collect food waste separately on a weekly basis from all households, including flats and high-rise blocks, with effect from March 2026 and to recycle the food waste through either composting or anaerobic digestion.    Councillor Powell reported that currently, five of the six districts in the Liverpool City Region did not provide food waste collections to residents and therefore the introduction of such a service would be a significant change impacting on all residents.   Councillor Powell highlighted that all six local authorities had been considering the range of available options for the introduction and delivery of a food waste collection and treatment service across the Liverpool City Region. In this respect, it was acknowledged that there had been a lack of anaerobic digestion capacity for processing food waste in the Northwest and there was an opportunity for the City Region to develop local anaerobic digestion processing capacity to treat its own food waste in the medium to long-term.   RESOLVED – That:-   (i)             the Council’s support for the principles of local circularity and green gas-powered vehicles over the longer term be endorsed;   (ii)            the high-level business case to support such an approach be acknowledged; and,   (iii)           the further exploration of this approach by the Liverpool City Region Waste Partnership be endorsed.
