Purpose: This report is requesting the Chief Executive take an urgent decision, in consultation with the Leader, to agree to enter into contract to be the main Fit Out Contractor for the Re-imagining the Harris project.  To authorise settlement agreements with each of the Fit Out subcontractors in order to secure exhibition items to complete the Fit Out.

Content: This report is requesting the Chief Executive take an urgent decision, in consultation with the Leader, to agree to enter into contract to be the main Fit Out Contractor for the Re-imagining the Harris project.  To authorise settlement agreements with each of the Fit Out subcontractors in order to secure exhibition items to complete the Fit Out. Resolved - The Chief Executive, in consultation with the Leader of the Council, agreed to enter into contract to be the main Fit Out Contractor for the Re-imagining the Harris project. And entered into settlement agreements with each of the Fit Out subcontractors to secure exhibition items held following the administration of BECK Interiors Ltd.   Reasons For Decision   To complete the Re-imagining the Harris, Harris Your Place project it is imperative that the Council secures the pre-fabricated exhibition items for installation on site.  And to replace the Fit Out Contractor with a suitable competent and experienced alternative, in a timely manner in order to maintain programme and avoid incurring additional costs due to programme delay.   Alternative Options Considered And Rejected   Relying on the BECK Interiors Ltd administration process to recover exhibition items has no defined timeline or outcome certainty, puts the project programme at risk, which would negatively impact on costs. Undertaking a new procurement to appoint a replacement Fit Out Contractor would further delay the programme and incur additional costs to the Council as well as the increased likelihood of an inflated cost return from potential bidders.
