Decision Maker: Executive Director Supporting Communities

Outcome: Recommendations Approved

Is Key Decision?: No

Is Callable In?: No

Purpose: This report sets out a proposed approach for the continued provision of Bunkered Diesel fuel.   The existing contract is due to expire on 4th March 2025. Given the majority of the Councils fleet is still reliant on Diesel fuel, officers have undertaken a review of the options available following the expiration of the current contract.   Following a review of the options available, officers propose to participate in a collaborative mini-competition through the new Crown Commercial Services (CCS) National Fuels 3 Framework. This framework has been operational since October 2024, with the first mini-competition scheduled to be undertaken in December 2024.   The new call off contract will commence on 5th March 2025 and will be for an initial period of two years until 4th March 2027, with the option to extend for an additional two-year period, up to 4th March 2029 for a maximum of four years in total. The estimated total value over the four year contract period will be £975,904. This approach ensures continuity of diesel fuel supply whilst officers continue to work to transition the existing fleet.   The report is being submitted to the Executive Director Supporting Communities in line with Contract Standing Orders (CSO) which state that an Executive Director must agree procurement strategies for contracts with a value £500,000 to £1million (CSO C3.4).
