Purpose: As part of the normal process of service delivery, the approved highways capital programme now requires amendments to meet emerging priorities and allow the effective delivery the Programme.   Head of Service is asked to approve the reallocation of funds within the above programme. Details of the proposed reallocation is shown in appendix A.   The reallocations are between projects in the same programme and there is no change to the total approved budget. They consist of several transfers of funds in response to developments in programme delivery.   Background   The annual bridges programme consists of projects at varying stages of scheme development. Changes in cost during project delivery, require the budget allocations to be reviewed to ensure the programme is delivered within available resources and completed project budgets reconciled.   It is proposed to reallocate funds within the programme to allow completed projects to be closed out, release funds from projects that are not required or cannot progress and allow projects in construction to complete.
