Purpose: To seek approval of the draft Community Management of Assets Policy, following an external review of the council’s overall approach to the community management of assets.
Content: Councillor Courtney, Cabinet Member with responsibility for Regeneration and Transport presented a written report of the Director, Regeneration and Strategy which sought approval of the revised Community Management of Assets Policy. In June 2023, Cabinet approved a full review of the Council’s approach to the Community Management of Assets (CMA), to address previously identified challenges and to strengthen the overall approach. The review included the development of a refreshed CMA Policy that supported wider policies and worked in partnership with communities. The report presented the proposed revised CMA Policy for adoption. The report evidenced that the Council had a proud track record of facilitating community engagement and participation, supported by its well-established approach to the community management of assets. The CMA Policy review had now been carried out, and through consultation and engagement with internal and external stakeholders, key themes for improvement had been identified and incorporated into a refreshed CMA Policy. The report presented the refreshed CMA Policy and outlined the key changes it would bring, and provided background information and outlined options considered, consultation and financial, legal, environmental, health, economic, equality, and diversity implications. RESOLVED that: (a) the draft Community Management of Assets Policy (attached at Appendix 1 of the report) be approved to support the efficient, effective, and sustainable transfer of assets for the long term, to align with the Council’s wider strategic vision for place, and support our Land, Property Asset Management Strategy; and (b) delegated authority be given to the Director, Regeneration & Strategy, in consultation with the Cabinet Member for Resources, to develop and implement the supporting Community Management of Assets process and procedures to align with the new Policy, and to keep them under review.
