Purpose: To consider the proposed transfer of Homeless Services to the City Council from Wolverhampton Homes and the setting up of a Housing Advice and Homeless Prevention Service
Content: To consider the proposed transfer of Homeless Services to the City Council from Wolverhampton Homes and the setting up of a Housing Advice and Homeless Prevention Service 1. That the transfer of the Homeless Service to the City Council from Wolverhampton Homes, be approved in principle. 2. That authority be delegated to the Deputy Leader: City Housing in consultation with the Director of Resident Services to approve future decision making with regards to the proposed transfer of the Homeless Service. 3. That the proposed development of a Housing Advice and Homeless Prevention Service which would manage demand for Temporary Accommodation and improve residents’ ability to make well informed decisions regarding their housing options be noted. 4. That it be noted, the following would need to be considered as part of any final decision that is taken with regards to the Homeless Service transfer: (a) Authorise the spending required to achieve the long-term improvements and savings (including for resources and operational arrangements) of the proposed development of a Housing Advice and Homeless Prevention Service being transferred in-house. (b) Authorise the s151 officer in consultation with the Director of Director for Resident Services to implement the transfer, subject to Cabinet approval. (c) Authorise the s151 officer in consultation with the Chief Operating Officer to complete any documentation required to give effect to the decisions contained in the report. 5. That it be noted, the proposed transfer would allow the Homelessness service to form part of the wider Housing Advice Service.
