Purpose: Notice is hereby given that the Cabinet of Tunbridge Wells Borough Council intends to make a Key Decision which may be in private in respect of the following matter with less than the 28 days’ notice required by Regulation 9 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012, Regulation 10 as compliance is impractical for the reasons set out below. Furthermore, notice is hereby given that prior notice of the same as been given to the Chairman of the Overview and Scrutiny Committee. To consider and agree the budget for the delivery of the refurbishment of the RVP Car Park including essential health and safety works to provide a modern and attractive car park.
Content: Notice is hereby given that the Cabinet of Tunbridge Wells Borough Council intends to make a Key Decision which may be in private in respect of the following matter with less than the 28 days’ notice required by Regulation 9 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012, Regulation 10 as compliance is impractical for the reasons set out below. Furthermore, notice is hereby given that prior notice of the same as been given to the Chairman of the Overview and Scrutiny Committee. To consider and agree the budget for the delivery of the refurbishment of the RVP Car Park including essential health and safety works to provide a modern and attractive car park. RESOLVED – That Full Council be recommended That the further issues raised on the condition of the Royal Victoria Place (RVP) Car Park be noted. That the updated costs on the RVP Car Park refurbishment be noted. That the addition of £4.5m to the Council’s Capital Programme to deliver the project and the s151 Officer, in consultation with the Portfolio Holder for Finance and Property be delegated to determine the sources of funding to deliver the project be approved. That the contract will shortly be entering into RIBA stage 4 works (refurbishment) and once complete, will be entering into the necessary contract to commence construction be noted. That this project will enable the solar project to progress and associated costs which are funded through a separate budget be noted. REASON FOR DECISION: To address all the Health and Safety issues and ensure they are resolved allowing propping to be removed and the facility made good.
