Purpose:
Content: Having given consideration to representations and objections received during the statutory consultation periods of all experimental traffic management orders giving effect to the Brixton Hill LTN trial, to agree to make the traffic and parking restrictions permanent and to make permanent traffic management orders under sections 6, 45, 46, 49, 124 and Schedule 1 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984. To authorise officers to commence statutory consultation under Section 6 of the Road Traffic Regulation Act 1984, in accordance with the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996 on a proposed amendment to the no motor vehicle restriction on Morrish Road as detailed in 2.11 below once the orders in recommendation 1 have been made permanent. To agree to the implementation of the relocated no motor vehicle restriction, and to making the relevant Traffic Management Orders (TMOs) under sections 6, 45, 49, 124 and Schedule 1 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 between March to May 2025, subject to no material objections resulting from the statutory consultation process in recommendation 2, but that if any material objections are received they are considered by the Assistant Director of Parking, Network Management and Fleet by way of a separate written report before a decision is reached. 2.11 represents a description of the proposed amendment. To have regard to the Equality Impact Assessment prepared for this report attached at Appendix A. To consider the outcome of non-statutory consultation and Stage Two Monitoring Report attached at Appendix B. To exercise discretion not to hold a public inquiry pursuant to Regulation 9 of the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996. Subject to approval of recommendation 1 above, to allocate £6,000 costs from the Sustainable Transport and Public realm capital budgets approved by cabinet in July 2020 towards the making of Traffic Management Orders.
