Purpose: Authority was sought from Cabinet to move funding from the current Clock House scheme budget to a single contingency pot for the Ramsgate schemes. The aim is to support delivery of the existing schemes as the costs move from design costs, to construction costs. The budget for the Clock House remains within the programme for a refurbishment scheme to be delivered.
Content: Authority was sought from Cabinet to move funding from the current Clock House scheme budget to a single contingency pot for the Ramsgate schemes. The aim is to support delivery of the existing schemes as the costs move from design costs, to construction costs. The budget for the Clock House remains within the programme for a refurbishment scheme to be delivered. Cabinet agreed the following: 1. To note that moving funding between themes and projects up to a value of £5,000,000 is permissible under the Simplification Pathfinder Project; 2. To the movement of £1,109,000 from the current Clock House project which has a higher than required budget to a contingency for Ramsgate projects; 3. To delegate authority to the Section 151 Officer in consultation with the Leader of the Council, to approve the allocation of contingency funding to the Ramsgate projects, except that; 4. To note that any potential future use of this contingency pot for the Port Infrastructure project will be presented to Cabinet for approval. When the Council entered into the Pathfinder Pilot with central government the council reallocated funding from the restaurant with rooms scheme in the Harbour intervention to the Clock House, in order to support the funding application to the National Heritage Lottery Fund. In response to the application being unsuccessful the Council reprofiled the budget for the Clock House scheme, based on cost plans and in line with the original budget secured through the Levelling Up Fund. The remaining funding in the Clock House project will be moved into a separate pot for contingency. As the other Ramsgate projects move through the design stages to final costs agreed for construction, the Council wants to ensure that there is enough contingency for each project as it moves into delivery. An alternative option included leaving the remaining funding within the Clock House project and with the need to request movements from the project to Cabinet each time it was required. This would impact the timescales related to delivery and add further delays. This option was not recommended. The option of doing nothing was considered. However, this would result in non-delivery of these grant-funded schemes. This option was not recommended.
