Purpose: Snetterton Power Allocation

Content: Snetterton Power Allocation To approve applications to transfer the Council’s reserved power through the Snetterton Power Project, based on the application of the Council’s agreed policy, agreeing in principle to enable the remaining capacity to be released to facilitate growth at Snetterton.    The Council agreed an approach and policy for the transference of its reserved power at Cabinet in May 2023.   Following a further open call for applications for access to this power (October 2024 – November 2024), the Council received applications which met the criteria agreed by Cabinet. In total these sought a quantum in excess of the amount reserved by Breckland District Council.   Based on application of the Council’s policy against the applicants’ proposals, we have been able to identify those submissions which best met the Council’s policy objectives and fit within the allocation amount available.   This enables the Council to fully support those applications which best fit the policy objectives. However not all submissions satisfactorily demonstrated a strong fit. Whilst this means they will not be able to receive a transference of the Council’s reserved capacity, they will still be able to access power through UKPN in the normal manner. This approach follows the proper application of policy and process, as set out in a Cabinet decision. The alternative approaches considered, but discounted were:   -       To seek a different configuration / support for different applicants. This is not deemed viable given it falls outside of agreed policy. -       To seek further applicants / further applications. This is not deemed viable as the process set by Cabinet has been applied, and a full and open call conducted.
