Purpose: To provide details of recent reviews into the provision of music and entertainment venues in the city and provide recommendations for the future.

Content: Agreed (i) - That the Council recognises the need for an additional mid-sized flexible venue in the city and the potential role existing heritage spaces could play to provide or contribute to this offer, for example, Spode China Halls, as well as considering the opportunities provided by the new city centre plan. Agreed (ii) - That the Council identify and pursue opportunities for repurposing venues to provide opportunities and facilities for the local community, through the work underway to prepare a heritage prospectus. Agreed (iii) - That the Council plays an active role in helping to secure the future of existing venues, especially those which provide a vital role in supporting the community, in the form of “in kind” commitment, as direct financial support is not available, for example, by providing access to a grants/fundraising officer who can support on grant applications for items such as new equipment. Agreed (iv) - That a working group be established, with the different venue operators across the city coming together to take collective ownership of the event proposition in Stoke-on-Trent, to standardise processes and potentially drive collaboration, building on the existing Council internal officer working group that has been developing consistent approaches and policies for its own venues.  Agreed (v) - That Cabinet notes that the existing Council work to progress the Venues and Events Review, which has four workstreams (Stoke Town Hall, Community Venues, Service Venues and Parks), will result in a business case for potential investment in the Kings Hall which will be recouped through additional commercial income if progressed.  Agreed (vi) - That Cabinet notes the proposed approach to the future management of Regent Theatre and Victoria Hall.
