Purpose: The existing asbestos removal services contract with Cablesheer Asbestos Limited (Cablesheer) is due to expire on 30th April 2025. Considering concurrent contract expirations and constrained internal resources, the Council proposes the award of a new 12-month contract to Cablesheer under the SEC Asbestos Removal and Reinstatement Framework. This approach will ensure uninterrupted service delivery and full compliance with health and safety regulations. The direct award is operationally justified to mitigate risk, avoid mobilisation delays, and maintain compliance assurance. A full competitive procurement exercise for a long-term contract will be conducted during 2025/26.
