Purpose: Annual Review and Update of the Council's second SIP accompanied by a review of the Council's DMP Infrastructure Delivery Schedule.
Content: RESOLVED that the Executive RECOMMENDS to: 1. Note the progress in delivering the projects in the Council’s second Community Infrastructure Levy (CIL) Strategic Infrastructure Programme (SIP) 2023/24-2027/28 provided at Annex 1 of this report. 2. Agree the SIP(2) update for 2025 provided at Annex 2 of this report. 3. Authorise the Head of Planning and Regulatory Services in consultation with the Executive Member for Place, Planning and Regulatory Services to allocate strategic CIL funding to urgent ad hoc infrastructure projects that support the development of the borough up to a total of £500,000 for the remainder of the 2025/26 financial year. Ad hoc bids for urgent infrastructure funding will need to be submitted by 30th July 2025 and will be reported in the annual SIP update reports to Executive and in the Council’s Infrastructure Funding Statement published each December. 4. Authorise the Head of Place Delivery in consultation with the Executive Member for Finance and Assets, the Executive Member for Place, Planning and Regulatory Services and the Executive Member for Sustainability and Leisure to: • Progress the Three Arch Road junction improvements project. • Identify suitable replacement common land either owned by the Council or Surrey County Council that meets the requirements of the Secretary of State as outlined in the Commons Act and all relevant statutory guidance. • Undertake a joint public consultation with Surrey County Council into the proposed de-registration of common land at Three Arch/Maple Road junction and suitable replacement land. • Finalise the exact plot boundaries for the Commons Act application in light of matters arising from public consultation, completion of the junction design and agreement of suitable mitigation measures. • Authorise the preparation and submission of a joint application with Surrey County Council under section 16 of the Commons Act to the Secretary of State (following the public consultation and subject to consideration of responses) seeking to: *de-register land at the Three Arch/Maple Road junction to facilitate junction improvement works – shown on the indictive accompanying plan (Annex 3); and *register suitable replacement common land on an appropriate site(s) either owned by the Council or Surrey County Council. • undertake an independent valuation of the land to be disposed of, and provided that the undervalue is less than £2m, to dispose of the land to Surrey County Council (or any successor authority) for a nominal consideration of £1. • Undertake a public consultation into the proposed disposal of allotment land at Maple Road allotment site pursuant to the Allotment Act 1925. • Finalise the exact plot boundaries for the allotment application in light of matters arising from public consultation, completion of the junction design and agreement of suitable mitigation measures. • Prepare and submit an application under the Allotment Act 1925 to the Secretary of State (following the public consultation and subject to consideration of responses) seeking to: *dispose of land at Maple Road allotment site to facilitate junction improvement works – shown on the indictive accompanying plan (Annex 3); and *register such land as to provide suitable replacement allotment land either owned by the Council or Surrey County Council • Make an application for adverse possession to the Land Registry for unregistered land at Three Arch/Maple road junction – shown on the indicative plan (Annex 3) • Dispose of the common land, the allotment land, and necessary unregistered land (once consent is granted) for the junction improvement works to Surrey County Council or to any successor body as necessary.
