Purpose: To consider a proposal for a new arts culture venue in Redhill - Exempt information only
Content: RESOLVED that the Executive RECOMMENDS to: 1. Approve the appointment of a specialist company to market and seek expressions of interest for Unit 5 to be run by a third party as an arts and cultural performance venue, either via a management contract (option 1), or via a short term partnership service level agreement (option 2) or via a lease (option 3), in order to deliver a professional and community cultural offering for the borough, including a budget of up to £30,000 for this work, to be funded from reserves. 2. Subject to the outcome of the pre-market engagement (recommendation 1), delegate decisions regarding whether to invite tenders for (and to subsequently appoint) a management contractor (option 1) or enter a short term partnership service level agreement (option 2), or enter a lease (option 3) (and any associated contractual arrangements) to the Strategic Head of Communities & Wellbeing and Head of Property Services, in consultation with the Deputy Chief Executive, Chief Finance Officer, Legal Services Manager, the Portfolio Holder for Finance, Assets and Governance, and the Portfolio Holder for Leisure and Culture. 3. DEFERRED at Executive - Authorise the allocation of £1 million of funding from the Council’s reserves to fund the client design team and support the set-up of Unit 5 to be run by a third party. 4. Subject to the clarity of the most appropriate operating model (recommendation 1), to: a. Approve for the Head of Property Services, in consultation with the Deputy Chief Executive, Chief Finance Officer and the Portfolio Holder for Finance, Assets and Governance and the Portfolio Holder for Leisure and Culture to instruct the client design team to complete the design work for the fit out. b. Delegate to the Head of Property Services, in consultation with the Deputy Chief Executive, Chief Finance Officer and the Portfolio Holder for Finance, Assets and Governance and the Portfolio Holder for Leisure and Culture, to procure and enter into a building fit out contract. 5. Delegate any minor adjustments required to these approvals to support delivery to the Strategic Head of Communities and Wellbeing in consultation with the Portfolio Holder for Finance, Assets and Governance and the Portfolio Holder for Leisure and Culture. DEFERRED that the Executive Recommends that Council: 1. Approve the allocation of £1 million for inclusion in the Council’s programme for the fit out of Unit 5.
