Content: This policy sets out how Lichfield District Council allocates temporary accommodation to eligible individuals. We aim to provide a fair, transparent, and needs-based allocations in compliance with the Housing Act 1996 and our duties as a provider of supported temporary accommodation. 1.1 To approve the suite of policies developed to support temporary accommodation managed by Lichfield West Midlands Traded Services (LWMTS) on behalf of Lichfield District Council. 1.2 To delegate minor amendments to the policies to the director of resident and business services at Lichfild District Council in collaboration with the accommodation manager at LWMTS. Significant amends will trigger approval by the Cabinet Member for Housing and the Local Plan and the LWMTS board. 2.1 The council owns a growing portfolio of temporary accommodation properties that is supporting the council’s ambition to eradicate use of bed and breakfast accommodation for emergency homeless placements. 2.2 The properties are managed by LWMTS on behalf of the council. 2.3 In order to manage the properties effective and provide fair, transparent and equal service to customers living in the properties, a suite of policies is required covering: • Allocations & Lettings Policy • Tenancy & Licence Management Policy • Rent Setting & Arrears Management Policy • Repairs & Maintenance Policy • Anti-Social Behaviour (ASB) Policy • Safeguarding Policy • Equality, Diversity & Inclusion (EDI) Policy • Complaints Policy • Eviction Policy • Void Management Policy • Health & Safety / Compliance Policy • Data Protection & GDPR Policy • CCTV Policy 2.5 The polices have been subject to an equality impact assessment. 2.6 All policies will be reviewed annually or in response to: • Legislative changes • Significant incidents • Feedback from residents, staff, or regulators 2.7 The draft policies are published to the Lichfield District Stay website that supports temporary accommodation residents – www.lichfielddc.gov.uk/ldstay 3.1 Policies are required and there is no alternative to ensuring clear, transparent and fair polices are in place.
